Sponsor-backed routes

Quota-based subordinate work

Italian employer

The employer drives the quota-based filing by using the decreto flussi window, securing the nulla osta, and keeping the job offer aligned with the collective-agreement and contract terms presented to the authorities.

  • File the correct request during the relevant decreto flussi window when the case is quota-bound.
  • Provide the employment contract terms and all sponsor-side declarations required by the Sportello Unico.
  • Stay available for prefecture, labour, and questura follow-up until the worker completes the post-arrival formalities.

EU Blue Card

The employer files model BC through the Interior Ministry portal, shows the route-compliant contract or binding offer, and supports the qualification evidence that makes the worker eligible for the outside-quota Blue Card path.

  • Submit the Blue Card work-clearance request through the dedicated online workflow.
  • Issue a qualifying contract or binding offer of at least six months with compliant salary terms.

The host institution is central to the research route because it must be authorised to sign the hosting agreement and it is the institution that starts the research nulla osta process.

ICT permit

Hosting agreement for researchers

Research institutions need the signed hosting agreement because it is the legal basis for the research route and its guarantees.

Once the approval is transmitted, the sponsor should stay available for the visa stage and the post-arrival residence formalities, because the process does not end when the initial clearance is issued.

Sponsors should not treat ordinary quota hiring and outside-quota specialist routes as interchangeable, because filing the wrong channel can cost an entire quota window or trigger avoidable document rework.

These routes can fail on qualification proof, route category fit, or inconsistent sponsor documents even when the underlying hire is genuine, so the sponsor pack needs to be coherent before the worker reaches the visa stage.
