Sponsor-backed routes
Employment residence permit
Latvian employerThe employer drives the process by obtaining the SEA opinion, aligning the vacancy and contract with current wage rules, and filing the summons or invitation with OCMA.
- Publish the vacancy and cooperate with the SEA during candidate assessment where the opinion process applies.
- Provide the employment contract or draft and the worker's education documents when filing with OCMA.
- Keep wage, role, and timing aligned with the figures and conditions stated in the sponsor-side file.
EU Blue Card
Latvian employerThe employer must issue the higher-paid skilled role that supports the Blue Card and keep the salary logic, contract period, and filing basis consistent with OCMA's current rules.
- Issue the contract or binding offer at the current Blue Card threshold for the worker's category.
- Keep the job description and pay level consistent with the Blue Card route actually being claimed.
- Stay available for sponsor-side follow-up if OCMA or the mission checks the filed salary and role basis.
Scientific cooperation residence permit
Latvian scientific institutionThe host institution anchors the route through the scientific cooperation agreement and, if the stay is linked to employment, the related labour contract or draft.
- Sign the scientific cooperation agreement as the registered scientific institution.
- Provide the labour agreement or draft where the research stay is tied to employment relations.

Seasonal work visa
Latvian employerSeasonal employers handle the sponsor-side process for a visa route rather than a standard long-term residence route, but still need the labour-market and invitation steps first.
- Work through the SEA opinion process before moving to the invitation stage.
- Keep seasonal pay at the current sector-linked level published by PMLP and the Central Statistical Bureau references.
- Be ready to cover the stay, accommodation, health-care, and return-cost responsibilities that NVA highlights for employers of third-country nationals.

Employer requirements

For most employer-backed cases, the sponsor needs a positive SEA opinion before filing the invitation or summons with OCMA.

Invitation and summons filings are electronic, and PMLP says the inviter's submission and explanations must be provided only in Latvian.

The sponsor should keep the filed wage aligned with the current sector average or Blue Card threshold, because salary mismatches can break the route logic.

This is part of the core sponsor packet for general employment and seasonal work cases and should match the filed salary, role, and dates.
Education documents for the worker
NVA lists the foreigner's education documents as part of the sponsor-side package submitted when moving from the positive opinion to the OCMA filing.
Scientific cooperation agreement and labour agreement where relevant
Research hosts need the cooperation agreement and, if the stay is connected with labour relations, the labour agreement or draft as well.
Electronic invitation or summons filing
PMLP accepts the invitation or summons through the Latvija.lv e-service or electronically signed sponsor submission.

Process
Run the labour-market precheck
Where the employer-backed opinion process applies, publish the vacancy, assess candidates through the SEA workflow, and wait for the Agency's opinion before moving to OCMA.
Assemble the sponsor-side packet
Prepare the contract set, education evidence, and any host-specific research documents, then make sure the wage and role basis still match the route you are filing.
File the invitation or summons electronically
Submit the sponsor-side filing through the Latvija.lv e-service or with electronically signed documents, keeping in mind that PMLP requires the inviter's explanations in Latvian.
Support the worker through mission and OCMA follow-up
After the filing is accepted, stay ready to answer salary, role, or host-basis questions so the visa or residence-permit file does not stall on missing sponsor information.

Warnings
Public route materials are not equally fresh
The 2025-2026 SEA and PMLP process pages are current, but some route-level English pages used by sponsors are older, so sponsor teams should cross-check the route packet against the latest service pages rather than rely on one stale checklist.
Latvian-language sponsor explanations can become a practical bottleneck
Because PMLP requires the inviter's explanations in Latvian, foreign-owned or newly incorporated sponsors should not leave that drafting step until the end.
Blue Card threshold figures are current on PMLP's subsistence page, but they are formula-based and update with official wage data, so sponsors should re-check the latest published amount before issuing or amending the contract.
