Overview
Luxembourg's sponsor-side burden sits mainly with the employer or host institution on the salaried-worker, EU Blue Card, researcher, and ICT routes. The sponsor's job is to choose the right route first, line up the vacancy, contract, hosting agreement, or transfer papers that route requires, and stay available for immigration follow-up after the worker reaches Luxembourg. 1Guichet.lu — Conditions of residence for third-country salaried workers in Luxembourg2Guichet.lu — Salaried work for third-country highly qualified workers (EU Blue Card)3Guichet.lu — Conditions of residence for third-country researchers in Luxembourg4Guichet.lu — Staying longer than 90 days in Luxembourg as a third-country national temporary intra-corporate transferee (ICT)
The Ministry legislation registry was checked, but the underlying Legilux law text is JavaScript-gated in this environment, so this sponsor guide does not claim an article-by-article legal validation of the route summaries. 6Luxembourg Ministry of Home Affairs — Legislation

Sponsor-backed routes
Salaried worker permit
Luxembourg employerThe employer drives the ADEM step first, then hands the original certificate and signed contract to the worker so the authorisation-to-stay file can be lodged.
- Declare the vacancy to ADEM and request the certificate to hire a third-country national if no suitable candidate is found after the published wait.
- Issue the signed Luxembourg-law-compliant employment contract and keep its terms aligned with the immigration file.
- Check the worker's authorisation before work starts, keep a copy during the contract, and notify immigration when the working relationship begins.
EU Blue Card
Luxembourg employerThe employer supplies the high-skill offer, role definition, and pay package that make the Blue Card case work, and the route is published as exempt from the labour-market test even though the vacancy declaration step remains on the page.
- Issue a contract for at least 6 months with Blue Card-level pay and a role that matches the worker's higher professional qualifications.
- Keep the route file internally consistent on title, salary, sector, and qualification level because those are core Blue Card tests.
- Notify immigration in writing within 3 working days from the first day of work.
Researcher permit
Approved Luxembourg research instituteThe host institute anchors the case through the signed hosting agreement and the financial statement of support, so the institute rather than ADEM is the decisive sponsor-side actor.
- Use an approved research institute and have the competent bodies accept the research project before the hosting agreement is signed.
- Issue the signed hosting agreement and the financial statement of support in the route's expected form.
- Stay available for renewal-stage support, including the documents tied to the worker's continuing affiliation and research basis.
ICT permit
Luxembourg host company within the same groupThe Luxembourg host company submits the temporary authorisation-to-stay request and has to prove the group relationship, the transfer terms, and the worker's role category.
- Submit the considered and detailed application before entry instead of leaving the ICT case entirely to the worker.
- Provide the group-relationship evidence plus the transfer agreement or assignment letter with dates, host location, role category, remuneration, and return conditions.
- Make sure the worker's prior employment period and the same-group structure are documented well enough for immigration review.

Employer requirements
- 01
Sponsor-backed Luxembourg routes only work when the employer or host chooses the correct route first, because ADEM-backed hiring, Blue Card hiring, research hosting, and ICT transfers each need different evidence and follow-up.

Standard salaried-worker hiring needs the ADEM vacancy declaration and certificate, while Blue Card cases depend on a 6-month qualifying contract and the researcher route depends on an approved host institute with a hosting agreement and support statement.
- 03
ICT cases add their own structural requirement: the Luxembourg host company has to document the same-group relationship and the worker's prior employment with the sending entity before the transfer started.
04
Documents
Signed employment contract
Employer-backed work routes need a signed contract, and Blue Card cases additionally need the contract term and salary to fit the route's qualification rules.
ADEM hiring certificate or vacancy evidence
Standard salaried-worker files depend on the ADEM path, including the vacancy declaration and the certificate that allows the employer to hire a third-country national.
Research hosting agreement and financial statement of support
Researcher sponsorship depends on both documents, and the support statement is specifically drafted by the approved research institute after the hosting agreement has been signed.
ICT transfer agreement and group-relationship proof
The ICT file needs evidence that the Luxembourg host and the sending company belong to the same group, plus the assignment terms, role type, remuneration, and return conditions.
05
Process
Match the candidate to the correct sponsor-backed route
Luxembourg's sponsor work starts with route selection, because a standard ADEM-backed hire, a Blue Card hire, a researcher hire, and an ICT transfer all create different filing obligations for the sponsor.
Assemble the sponsor evidence before entry
Complete the ADEM path where required, issue the contract or hosting agreement, or prepare the ICT transfer papers, then hand the worker the route-specific documents needed for the temporary authorisation-to-stay file.
Stay engaged through start date and follow-up
Once the worker arrives, the sponsor still has operational work to do, including keeping permit copies, making the required start-of-employment notification where applicable, and answering immigration follow-up if the file is not fully straightforward.

Warnings
Blue Card salary threshold needs live confirmation
The current Guichet Blue Card page and the EU Immigration Portal do not publish the same threshold figure, so sponsors should verify the live Luxembourg number before issuing or revising a Blue Card offer.
Sponsor teams are relying on some stale route pages
The general salaried-worker, researcher, and ICT pages cited here still show July 10, 2023 page-level updates, even though some related forms were updated later. Re-open the live route page and current forms before using this file operationally.
