Overview
Slovenia's sponsor-side process sits with the Slovenian employer, host institution, or associated group company on the routes that depend on an external sponsor. Standard single permits, the EU Blue Card, research permits, and intra-corporate transfer cases all require the sponsor to issue the underlying contract or hosting basis, coordinate the filing channel, and stay available for administrative-unit and Employment Service follow-up. 1GOV.SI — Employment and work of foreign nationals7Information for Foreigners — Who files the application?2Employment Service of Slovenia — Single permit
The public sources used here do not publish one stable end-to-end processing SLA for sponsor-backed cases, so the sponsor guide avoids promising decision times beyond the route-specific validity rules and the ICT short-term notification review period. 2Employment Service of Slovenia — Single permit6Information for Foreigners — Purpose of residence – transfer within a company

Sponsor-backed routes
Single residence and work permit
Slovenian employer or authorised representativeThe sponsor may submit the first single-permit application in Slovenia, must issue the underlying employment or work contract, and must keep the filed role aligned with what the authorities review.
- Issue the employment or work contract that supports the purpose of stay.
- File or support the single-permit case at the competent administrative unit where the route allows sponsor filing.
- Stay available if the administrative unit or Employment Service asks for route-specific clarifications.
EU Blue Card
Slovenian employerBlue Card sponsors carry a stricter contract burden because the employer-signed agreement must run for at least one year and satisfy the current Blue Card salary formula.
- Issue a signed employment contract for at least one year.
- Make sure the filed salary meets the current Blue Card threshold formula.
- Provide the accommodation statement where applicable and answer follow-up on job conditions.
Temporary residence permit for research and higher education work
Research organisation or higher-education institutionThe host institution anchors the case through the hosting agreement and may file the application itself for researchers and higher-education staff.
- Issue the hosting agreement in the form expected by the route.
- File or support the permit application as the Slovenian host institution.
- Confirm the research or educational basis of the stay if the authority requests more detail.
Single permit for transfer within a company
Associated company in Slovenia or the overseas group employerICT cases require coordination between the overseas employer and the associated Slovenian company, with a transfer document, the existing employment relationship, and route-specific mobility notifications.
- Maintain the foreign employment relationship during the transfer.
- Prepare the transfer document and any supporting notification for EU mobility cases.
- Coordinate which group entity files and receives any administrative-unit decision.

Employer requirements
- 01
Use the sponsor-backed Slovenia routes only when the employer or host can issue the exact contract, hosting agreement, or transfer document required by the chosen route.
- 02
Employers may submit applications for employment, work, transfer, and EU Blue Card cases, while research institutions and higher-education institutions may submit research-route applications.
- 03
Single-permit sponsor cases still depend on Employment Service consent that the administrative unit requests ex officio, so the sponsor's contract alone does not finish the labour-market side of the case.
04
Documents
Employment or work contract
Standard sponsor-backed cases need the signed contract that supports the filing and matches the route used.
Blue Card contract and accommodation statement
Blue Card sponsors need a one-year employer-signed contract at the qualifying pay level and may need to state whether accommodation is provided.
Hosting agreement
Research and higher-education hosts must issue the hosting agreement that grounds the permit.
Transfer document
ICT sponsors need the transfer document alongside the underlying overseas employment relationship.
05
Process
Pick the sponsor-backed route and filing channel
Decide early whether the case is a standard single permit, Blue Card, research permit, or ICT case, and whether the sponsor or the worker will lodge the first filing.
Prepare the sponsor pack
Issue the route-specific contract, hosting agreement, or transfer document and make sure the role, duration, and salary details stay consistent across the full file.
Support the authority review through permit delivery
Remain available while the administrative unit and, where relevant, the Employment Service review the case, then coordinate permit collection and the worker's post-arrival residence registration.
06
Warnings
Route choice changes sponsor obligations
Slovenia does not use one universal sponsor checklist across standard employment, Blue Card, research, and ICT filings, so the contract or host paperwork has to match the exact route.
Blue Card pay must be verified on the filing date
The employer-side obligation is tied to a live salary formula rather than a static number, so sponsors should check the current threshold before finalizing contract terms.
