Recognising qualifications in Avusturya

Austria's qualification recognition system centres on the concept of Nostrifizierung — a formal degree-equivalence procedure administered by Austrian universities rather than a central body. For regulated professions, applicants must obtain a Nostrifizierungsbescheid (recognition decree) from the Austrian university most closely matching their field before applying to the relevant professional chamber (Kammer) for a Berufsanerkennung licence. For unregulated positions, OeAD (the Austrian Agency for Education and Internationalisation), which acts as NARIC Austria, issues a comparability statement that employers can use to assess a foreign qualification. Austria implements Directive 2005/36/EC through the Berufsanerkennungsgesetz (BAG) BGBl. I Nr. 78/2016, granting automatic recognition to EEA-trained practitioners in the seven sectoral professions.

Austria's NARIC centre. OeAD issues comparability statements (Qualifikationsfeststellungen) for foreign academic qualifications used in unregulated employment contexts. The assessment confirms the Austrian equivalent level of the foreign degree and is the standard document requested by employers who do not require formal Nostrifizierung.

Academic

The Federal Ministry oversees the legislative framework for Nostrifizierung under the Universities Act (Universitätsgesetz 2002) and issues guidance on which Austrian university is competent for each field. It also maintains the official information pages on Nostrifizierung procedures and publishes lists of recognised foreign higher-education systems.

Österreichische Ärztekammer (ÖÄK) — Austrian Medical Chamber

Regulated profession

The ÖÄK is the statutory professional body for all physicians practising in Austria. After obtaining a Nostrifizierungsbescheid from the competent Austrian medical university (e.g. MedUni Wien), non-EEA doctors must apply to the relevant Landesärztekammer (state chamber) for a Berufsanerkennung before they may practise. EEA-trained doctors benefit from automatic recognition under Directive 2005/36/EC and apply directly to the Landesärztekammer.

Bundeskammer der Ziviltechniker*innen (arching) — Chamber for Civil Engineers and Consulting Engineers

Regulated profession

The Bundeskammer der Ziviltechniker*innen (arching) is the statutory body covering architects and consulting engineers (Ziviltechniker) who wish to practise independently in Austria. A Ziviltechnikerbefugnis (licence) is required for independent engineering or architectural practice. EEA-trained architects benefit from automatic recognition; engineers apply under the general system via arching.

Recognition process

Determine whether your profession is regulated in Austria

Check the BMAW (Federal Ministry of Labour and Economy) regulated-professions list or the website of the relevant Kammer to confirm whether your target occupation requires a licence to practise in Austria. Regulated professions require a formal Nostrifizierung and/or Berufsanerkennung before you may work; unregulated roles can rely on an OeAD comparability statement instead.

For unregulated roles: request an OeAD comparability statement

If your profession is not regulated, contact OeAD (NARIC Austria) to request a Qualifikationsfeststellung (qualification assessment). Submit your degree certificate, official transcript, a certified German translation, and proof of identity. OeAD will issue a comparability statement confirming the Austrian equivalent level of your qualification, which you can present to employers. The assessment typically takes 4–8 weeks.

For regulated professions: identify the competent Austrian university for Nostrifizierung

Nostrifizierung is administered by Austrian universities, not by a single central authority. You must apply to the Austrian university whose curriculum most closely matches your degree field — for example, MedUni Wien or MedUni Graz for medicine, TU Wien or TU Graz for engineering, or the relevant Rechtswissenschaftliche Fakultät for law. BMBWF guidance and the university websites specify which faculty is responsible.

Submit the Nostrifizierung application to the competent university

Prepare the application package: original degree certificate and diploma supplement, certified academic transcript, official sworn German translation (beglaubigte Übersetzung) of all documents, apostille or full legalisation depending on the issuing country, a curriculum vitae, and a completed application form from the university. Submit to the university's Studien- und Prüfungsabteilung or equivalent academic administration office. Retain proof of submission.

University assessment — possible Ergänzungsprüfungen

The university's academic committee compares your foreign degree against the Austrian curriculum for the equivalent programme. If significant gaps are identified, the university may require Ergänzungsprüfungen (supplementary examinations) in specific subjects before a full recognition decree can be issued. The number and difficulty of required examinations varies by field and originating country; healthcare and law fields are most likely to require them.

Receive the Nostrifizierungsbescheid

On successful completion of the assessment (and any required Ergänzungsprüfungen), the university issues a Nostrifizierungsbescheid — a formal administrative decree confirming that your foreign degree is equivalent to the specified Austrian university degree. This document is the foundation for the subsequent Berufsanerkennung application to the professional chamber.

Apply for Berufsanerkennung with the relevant Kammer

Submit the Nostrifizierungsbescheid together with proof of identity, language competence evidence, and any additional Kammer-specific requirements to the relevant professional chamber (e.g. Landesärztekammer for medicine, Österreichische Apothekerkammer for pharmacy, arching for engineering). The Kammer reviews the application and, if satisfied, issues a registration or licence permitting professional practice in Austria.

Unregulated qualification route

For professions that are not regulated in Austria — including most software engineering, business management, finance, and many technical specialisations — formal Nostrifizierung is not legally required before starting work. OeAD (NARIC Austria) provides a Qualifikationen anerkennen lassen service that issues a comparability statement confirming the Austrian equivalent level and type of a foreign degree. This document is not a legal recognition decision but is widely used by employers and immigration authorities (such as the AMS labour market test) as evidence of qualification level. Applying costs approximately €84–€180 depending on the assessment type, and the process takes 4–8 weeks. For short-stay or project-based work, ABA (Austrian Business Agency) can also provide informal qualification guidance to employers and prospective employees.

EU framework notes

Austria implements Directive 2005/36/EC (as amended by 2013/55/EU) through the Berufsanerkennungsgesetz (BAG) BGBl. I Nr. 78/2016. The seven sectoral professions — doctor, nurse, dentist, pharmacist, veterinary surgeon, midwife, and architect — benefit from automatic recognition for EEA-trained practitioners: the Kammer must accept qualifying certificates from other EEA member states without a substantive assessment of curriculum content. For all other regulated professions, EU and EEA applicants may use the general-system route under the BAG, which applies a structured comparability assessment and may impose compensation measures (aptitude test or adaptation period). Third-country nationals do not benefit from automatic or general-system recognition under the Directive and must complete the full Nostrifizierung route before applying to a Kammer.
