Finnish National Agency for Education (Opetushallitus, OPH) — ENIC/NARIC Finland
AcademicFinland's official ENIC and NARIC centre. Evaluates and issues comparability statements (rinnastamistodistus or lausunto) for foreign academic degrees at all levels. Also assesses teaching qualifications for eligibility (kelpoisuus) determinations. The primary authority for all non-regulated academic and professional qualification recognition.

National Supervisory Authority for Welfare and Health (Valvira)
Regulated professionThe single national licensing authority for all regulated healthcare and social welfare professions in Finland. Issues the lupa (licence) or oikeus harjoittaa ammattia (right to practise) for doctors, nurses, dentists, pharmacists, midwives, physiotherapists, psychologists, social workers, and a wide range of other healthcare-related professions. Covers more professions than equivalent bodies in most EU countries.

Finnish Bar Association (Suomen Asianajajaliitto)
Regulated professionThe statutory body responsible for admitting members to the title of asianajaja (attorney-at-law) in Finland. Membership is required to use the protected asianajaja title. EEA lawyers may practise under their home-country title during a 3-year integration period. Non-EEA lawyers must demonstrate sufficient knowledge of Finnish law.

Recognition process
Determine whether your profession is regulated in Finland
Check the OPH recognition portal and Valvira's list of regulated healthcare professions to establish whether your target profession requires a licence or authorisation in Finland. Most regulated professions in Finland are healthcare-related and fall under Valvira. Architecture and engineering are not regulated licensed professions in Finland — no statutory licence is required to practise them.
For healthcare professions: apply to Valvira
Submit your application to Valvira for authorisation to practise. Required documents typically include: certified copy of degree certificate and transcripts, certificate of good standing from the competent authority in your country of training, proof of identity, and evidence of Finnish or Swedish language proficiency at B2 level for patient-facing roles. Valvira processes applications for EEA-trained professionals in the 7 sectoral professions under the automatic recognition regime.
For academic qualifications (non-regulated roles): apply to OPH
Submit your degree certificates, transcripts, and supporting documents to OPH for a comparability statement (rinnastamistodistus or lausunto). This statement is the employer-facing document confirming the level of your foreign qualification relative to the Finnish education system. It is not a licence to practise but is frequently requested by employers and immigration authorities.
For teaching qualifications: obtain an eligibility assessment from OPH
Submit your teaching qualifications to OPH for an assessment of kelpoisuus (eligibility). OPH issues a written statement on whether the foreign qualification meets Finnish requirements for the relevant teaching position. Individual schools and education providers make the final appointment decision — there is no single national teaching licence in Finland.
Complete any required compensation measures or language requirements
If Valvira or OPH determines that your qualification is not fully equivalent, you may be required to complete an aptitude test or adaptation period. For Valvira-regulated healthcare professions in patient-facing roles, proof of Finnish or Swedish language proficiency at B2 level is also required — this is assessed separately from the qualification recognition decision and must be fulfilled before the lupa (licence) is issued.
Receive your recognition decision or licence
OPH issues the rinnastamistodistus (comparability statement) in writing. Valvira issues the lupa (licence) or grants the oikeus harjoittaa ammattia (right to practise). The Valvira licence is entered into the national Terhikki register of healthcare professionals. Retain all original documentation — employers and the Finnish Immigration Service (Migri) may request copies.

Unregulated qualification route
For professions that are not regulated in Finland — including architecture, engineering, software development, business management, and most other non-healthcare professions — no statutory licence or formal recognition is required before starting work. The Finnish National Agency for Education (OPH) can issue a statement of comparability (rinnastamistodistus) for foreign academic degrees. This statement is the standard employer-facing document confirming the level of the qualification and is frequently requested by Finnish employers. Finland has notably fewer regulated non-healthcare professions than most EU countries, meaning that formal recognition is rarely a prerequisite outside the healthcare sector.

EU framework notes
Finland implements EU Directive 2005/36/EC on the recognition of professional qualifications through the Act on the Recognition of Professional Qualifications (Laki ammattipätevyyden tunnustamisesta, 1093/2007). For the seven EU sectoral professions — doctor, nurse responsible for general care, dental practitioner, veterinary surgeon, midwife, pharmacist, and architect — EEA-trained professionals benefit from automatic recognition; Valvira issues the relevant lupa without a substantive assessment of qualifications. For all other regulated professions, the general system applies and Valvira or OPH may require compensation measures. Finland is notable within the EU for regulating a significantly wider range of healthcare professions through Valvira than is typical in other member states, and for not regulating architecture or engineering as licensed professions.
