法律是欧盟范围内限制最为严格的受管制职业。非欧盟培训律师仅凭外国法学学位，在大多数欧盟国家无法从事本地法律实务——须经过完整的国家准入程序，通常需要重新取得资质或经过大规模资质评估。欧洲经济区培训律师可在根据欧盟指令77/249/EEC的三年整合期内使用其本国职称，但在此期间就接待国本地法律提供咨询仍受限制。
